Essential Health Benefits
Essential Health Benefits
Essential Health Benefits (EHB) are a set of health care service categories that must be covered by certain health insurance plans, as mandated by the Affordable Care Act (ACA) in the United States. These benefits ensure that health plans offer a comprehensive package of items and services, covering at least the following ten categories:
- Ten Categories of Essential Health Benefits
- This includes outpatient care you get without being admitted to a hospital. It covers services such as doctor visits, outpatient surgery, and diagnostic tests.
- Emergency services cover care for conditions that could lead to serious disability or death if not treated immediately. This includes emergency room visits and ambulance services.
- This category covers treatment in a hospital for inpatient care, including surgery and overnight stays.
- Health plans must cover care before and after your baby is born, including prenatal visits, labor and delivery, and postnatal care.
5.Mental Health and Substance Use Disorder Services
- This includes behavioral health treatment, counseling, and psychotherapy.
- Health plans must cover at least one drug in every category and class in the U.S. Pharmacopeia.
7.Rehabilitative and Habilitative Services and Devices
- These services help people with injuries, disabilities, or chronic conditions gain or recover mental and physical skills.
- This includes testing to diagnose, treat, and monitor diseases and conditions.
9.Preventive and Wellness Services and Chronic Disease Management
- Health plans must cover preventive services such as screenings, check-ups, and patient counseling to prevent illnesses, disease, or other health problems.
10.Pediatric Services, Including Oral and Vision Care
- This includes health care for children, including dental and vision care.
- Implementation and Variability
The ACA requires that all non-grandfathered health insurance plans in the individual and small group markets, both inside and outside of the Health Insurance Marketplace, offer these essential health benefits. However, the specific services covered in each category can vary based on the state and the specific plan.
Each state selects a benchmark plan that serves as a reference for the EHBs that must be covered by plans in that state. This allows for some flexibility and variation in the specific benefits offered.
- Importance of Essential Health Benefits
The inclusion of EHBs in health insurance plans is intended to ensure that individuals have access to comprehensive health care services. This is particularly important for preventing and managing chronic diseases, reducing the need for emergency care, and improving overall public health outcomes.
- Challenges and Criticisms
While EHBs are designed to provide comprehensive coverage, there have been criticisms regarding the cost implications for insurers and consumers. Some argue that the requirement to cover a broad range of services increases premiums. Others point out that the flexibility given to states can lead to inconsistencies in coverage across the country.
