From Food & Medicine Encyclopedia

Cannabis in Uruguay refers to the history, cultivation, legislation, and consumption of cannabis in Uruguay. Uruguay is the first country in the world to fully legalize the production, sale, and consumption of cannabis.

History[edit]

The history of Cannabis in Uruguay dates back to the early 20th century. However, it was not until the 21st century that significant changes in the legislation occurred. In 2013, under the presidency of José Mujica, Uruguay became the first country in the world to fully legalize the production, sale, and consumption of cannabis.

Legislation[edit]

The Uruguayan law regarding cannabis is one of the most liberal in the world. The law, known as Law 19.172, was passed in December 2013. It allows Uruguayan citizens and permanent residents to purchase up to 40 grams of cannabis per month from licensed pharmacies, grow up to six plants at home, or join a cannabis club.

Cultivation[edit]

Cannabis cultivation in Uruguay is regulated by the Institute for the Regulation and Control of Cannabis (IRCCA). The IRCCA oversees the licensing of cannabis clubs and private growers, as well as the production and distribution of cannabis in pharmacies.

Consumption[edit]

Cannabis consumption in Uruguay is widespread. The law allows for personal use and the sharing of cannabis in private spaces. However, public consumption is prohibited. The law also prohibits driving under the influence of cannabis.
