Base - (pronounced) (Bay-SIH-sih-tea) In chemistry, the property of being a base (not an acid). A base is a substance that can accept hydrogen ions in water and neutralize an acid. Basicity is measured on a scale called the pH scale. On this scale, a pH of 7 is neutral and a pH greater than 7 to 14 indicates increasing alkalinity
