Primark was established in June 1969 under the name Penneys by Arthur Ryan and his business partner Micaela Mitchell. The first store was located on Mary Street in Dublin. The company expanded rapidly in the following years, opening four more stores in the Greater Dublin area.

In 1973, Primark opened its first store outside of Ireland in Derby, England. The company continued to grow throughout the 1970s and 1980s, expanding its operations to other countries in Europe such as Spain, Portugal, and Germany.
