Paulyn Ubial
Filipino physician and former Secretary of Health

Paulyn Jean Rosell-Ubial is a Filipino physician and public health advocate who served as the Secretary of the Department of Health (DOH) in the Philippines from June 30, 2016, to October 10, 2017. Her tenure was marked by efforts to expand public health programs and improve healthcare access across the country.
Early Life and Education[edit]
Paulyn Ubial was born in Iligan City, Philippines. She pursued her medical degree at the University of the Philippines College of Medicine, where she developed a strong foundation in public health and preventive medicine. After completing her medical education, she furthered her studies in public health, earning a Master of Public Health degree from the University of the Philippines Manila.

Secretary of Health[edit]
Appointed by President Rodrigo Duterte, Ubial's term as Secretary of Health was characterized by her commitment to universal healthcare and the expansion of the government's immunization programs. She advocated for the implementation of the Universal Health Care Act, which aimed to provide all Filipinos with access to quality health services without financial hardship.
During her tenure, Ubial also focused on addressing the country's high rates of tuberculosis and HIV/AIDS, launching initiatives to increase awareness and improve treatment options. Her leadership was instrumental in the expansion of the DOH's vaccination programs, including the controversial Dengvaxia vaccine rollout.
