It's by an artist named Julius Schmid who lived from 1854 to 1935. (Haydn died in 1809.) This site: [2] offers useful commentary. The author points out the very odd viola, and that the people are dressed in historically inaccurate style.
I know this is just my opinion, but to me the portrait looks really sentimentalized and unreal. It's fine for use in ornamenting record jackets and concert programs, but I would recommend against using it in an encyclopedia; readers might mistake for an actual painting of Haydn.
