Ministry of Health (Spain)

The Ministry of Health (Ministerio de Sanidad) is a department of the Government of Spain responsible for proposing and executing the government policy on health, planning and health care, as well as the exercise of the powers of the General State Administration to assure citizens the right to protection of health. The Ministry is also responsible for the coordination of the National Health System (Sistema Nacional de Salud).

History

The Ministry of Health was established in 1977, following the reorganization of the Spanish government after the end of the Francoist dictatorship. Initially, it was part of the Ministry of Health and Social Security, but in 1981 it became an independent ministry. Over the years, the Ministry has undergone several restructurings and name changes, reflecting the evolving priorities and challenges in the field of public health.

Structure

The Ministry of Health is headed by the Minister of Health, who is appointed by the Prime Minister of Spain. The Ministry is organized into several departments and agencies, each responsible for different aspects of health policy and administration. These include:

  • The General Secretariat for Health and Consumer Affairs
  • The Directorate-General for Public Health
  • The Directorate-General for Basic Services of the National Health System and Pharmacy
  • The Spanish Agency for Medicines and Health Products (Agencia Española de Medicamentos y Productos Sanitarios)

Functions

The Ministry of Health has a wide range of functions, including:

  • Developing and implementing health policies and programs
  • Coordinating the activities of the National Health System

National Health System

The National Health System (Sistema Nacional de Salud) is a decentralized network of public health services provided by the autonomous communities of Spain. The Ministry of Health coordinates the system to ensure that all citizens have access to comprehensive health care services. The system is funded primarily through taxation and provides a wide range of services, including primary care, specialized care, hospital care, and public health programs.
