Montreal Protocol on Substances that Deplete the Ozone Layer (Montreal Protocol) is an international treaty designed to protect the ozone layer by phasing out the production of numerous substances that are responsible for ozone depletion. The treaty was opened for signature on September 16, 1987, and entered into force on January 1, 1989. Since then, it has undergone several amendments to include more ozone-depleting substances (ODS) and to introduce more stringent controls. The discovery of the ozone hole over Antarctica in 1985 by British scientists Joe Farman, Brian Gardiner, and Jonathan Shanklin of the British Antarctic Survey highlighted the rapid depletion of the ozone layer. This discovery, along with the growing scientific understanding of the effects of chlorofluorocarbons (CFCs) and other halogenated ozone-depleting substances, led to the international community's action to address the problem.

The Montreal Protocol controls the production and consumption of nearly 100 man-made chemicals referred to as ozone-depleting substances.
